Donor scores: New Zealand
New Zealand ranks 3rd in this year’s Humanitarian Response Index. Based on its scores it is classified as Group 1 donor. This classification allows Switzerland to compare its performance, not only to all other Organisation for Economic Co-operation Development / Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 1 donors are Denmark, Finland, Luxembourg, the Netherlands, Norway, Sweden and Switzerland. Compared to the OECD/DAC donors, New Zealand scores above average in most of the “pillars” – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect – with the exception of Pillar 2 (Prevention, risk reduction and recovery), and Pillar 3 (Working with humanitarian partners), where it is close to average. In comparison to other Group 1 donors, New Zealand is average in most pillars, except for Pillar 3 (Working with humanitarian partners), where it is below average, and Pillar 5 (Learning and accountability), where it is above average. New Zealand scored above average in 16 of the 35 indicators that comprise the Humanitarian Response Index.
